The situation

A trading and maintenance company with three MOCI licences, a Kuwaiti partner who signs and a general manager who runs the place. When the Ministry of Commerce made a registered mobile number and email address a condition of every commercial licence (Ministerial Resolution 140 of 2025, enforced from January 2026), the mandoub created the address, and the password lived in his phone. Everything the state wanted to tell the company now arrived there: a consumer complaint routed through Sahel, a Municipality notice about activity reclassification, a Public Authority for Manpower request about the labour-demand estimate. Different senders, different deadlines, different consequences, one Arabic inbox nobody owned.

What was breaking

The first time anyone read a notice properly was when a renewal was refused or an inspector arrived with a printout. The company then spent two days reconstructing what had been received and when. The partner, who alone could sign, never saw any of it. Under the resolution, a licence whose contact details are not maintained cannot be issued or renewed; in practice, a missed notice meant a stalled licence, and a stalled licence meant revenue stops.

What we built

A read-only connection to the official mailbox, feeding an Arabic-capable language model that reads each message and records who sent it, which licence it concerns, what is being asked, and the deadline, which in a government letter is usually a sentence rather than a date field. Every extracted deadline is shown next to the sentence it came from, so the owner can check it against the original in seconds. The result is a task list and a bilingual WhatsApp digest sent to two people, the general manager and the partner, with an escalation if nothing is marked done. Replies to Sahel complaints are drafted in Arabic for a person to review and send.

What stayed untouched

The official address itself. Sahel, MOCI and PAM: a person still logs in and submits. The mandoub's relationships. The accounting spreadsheet.

Where AI did the work

Reading unstructured Arabic prose and extracting a deadline from it. Templates do not survive the variety of ministry letters; a language model does, and its output is checkable line by line.

Where the data lives

The engagement document records where mailbox content is stored and processed, including the model and messaging services involved. For this engagement everything stayed in the Gulf, on infrastructure the client approved in writing.

What changed

Each notice now reaches the general manager and the partner the day it arrives, with its deadline and the sentence it came from. The partner acknowledges from his phone. The two-day reconstruction exercise has not been needed since.
