The situation

A facilities contractor with sixty staff, almost all expatriate, whose human-resources department was the mandoub and an Excel sheet of civil ID numbers. Every new permit changed the national-employment percentage; the owner did not know the current ratio until the mandoub said a letter had arrived. Job titles on permits had to match reserved-title rules and the role on paper, so a promotion could turn a compliant worker into a problem. Labour-demand estimates had to be filed ahead of hiring, and a frozen file blocked them.

What was breaking

Kuwait's labour measures for the private sector are tightening: quotas by sector, reserved job titles, higher fees where national talent exists, and PAM Resolution 1 of 2025 tying every permit to the state of the file. The owner could not see the current ratio in one place, and the data behind it, civil IDs and salaries, was not something he wanted on a foreign payroll platform.

What we built

A workforce register built from the existing Excel: nationality, permit title, actual role, permit and residency expiry, salary band. A live ratio against the sector percentage, a what-if for the next hire, a calendar of renewals and fees by month, and a draft labour-demand estimate. It reports the real position. It does nothing for nominal hiring, and the owner was told so before we started.

What stayed untouched

The PAM and Ashal portals; PIFSS; payroll; the mandoub.

Where AI did the work

It did not. Data and rules. The value is in knowing the number before the ministry does.

No AI needed

Where the data lives

Civil IDs, nationalities and salaries are stored and processed inside Kuwait, on infrastructure the owner can name.

What changed

The owner sees the ratio and next quarter's renewal fees on one screen. Promotions are checked against reserved titles before the paperwork is filed. The labour-demand estimate is drafted from the register instead of from memory.
